Vision

3020 Policy for Renewable Energy

- (Small-scale Business) Korean FIT system combining existing RPS and FIT, which will be introduced provisionally, securing stable profit making and simplifying procedures.

• FIT (Feed in Tariff): This is a system where the government buys renewable energy and secures profit generation of businesses.
  ※ Korean-type FIT: Six power generators are obliged to buy. Stable profit generation for 20 years. REC issuance. Omission of bids
   ▶ Cooperative and farmers: individual businesses with a yield below 100KW: 30KW / 5 years reviewed for provisional application
   ▶ Incentives such as REC weight to be offered to projects joined by social enterprises (cooperatives) and others in which civil participation fund has been invested.
   ▶ Promotion of “farming and solar power test operation” that leads development of farming and solar power generation both

It is also planned that geographical conditions shall be reviewed through agreements with related authorities, in relation to the sites found by metropolitan local governments, which is to be designated as a renewable energy development site. Also planned is to supply the lots to businesses to make authorization and approval procedures smooth.

It is planned to promote new models such as bond investment and fund investment in addition to “resident participatory model’ which is an existing stock investment to provide incentives such as REC if residents take part to gain a certain ratio of shares to secure acceptability of the big project.

- To be promoted is various system improvement that hinders profit generation such as regulation on public and national sites while deregulating within agriculture-promoted regions.

- Support to increase capacity of local governments such as local distribution plan and specifically designated organizations. Also, a renewable energy policy association between central and local governments will be run at all times (kicked off in August 2017).

- The plan is also to decrease REC weight in matters such as wastes and wood pellets (early 2018). Non-renewable wastes shall be excluded from renewable energy in consideration of international standards and domestic conditions.

- Power brokerage necessary to expand distributed power and cultivation of ESS and fuel cells.
